Abstract
The definition of special educational needs and disabilities has changed considerably over time. These changes were often accompanied by modifications in the classification of special educational needs and disability (SEND) and in policy regulating its provision. In this context of change, classifications of disability are relevant because they reflect society’s conceptions of disability and consequently the structure and organisation of services to address the observed needs of disabled people (Florian & McLaughlin, 2008).In England, recent policy measures have introduced substantial change in the support services for children with SEND. These changes have been considered radically new (DfE, 2011) and reflect a willingness to shift the way that SEND are conceived. However, some controversy regarding the definition of SEND adopted in England seems to prevail; according to Norwich (2014), some of the changes introduced are not entirely new, but extend or expand previously introduced regulations.Given the current picture of the political context in SEND provision in England, this chapter will provide: 1) a critical overview of the situation regarding support and provision for children with SEND in England; 2) an account of how the International Classification of Functioning, Disability and Health (ICF; WHO, 2001, 2007) could be regarded as the theoretical framework and taxonomy to support the implementation of the new SEND policy in England, with a specific focus on the practical contributions of the ICF for the education health and care (EHC) planning process; and 3) an illustrative case study providing a critical analysis of one EHC plan.
